TOR Christmas is part gag gift, part giving back from the TOR ad revenue. By tradition started by @drew02a there are legit things and some funny/gag gift stuff.
How do you qualify? Easy - you have to be a registered member that has posted at least once this calendar year. I will run a report on Dec 1 and start pulling names out of a hat to match up member to gift. Somebody is going to get ratcheting gear wrenches and somebody is going to get 5 ounces of 8.4" gear teeth.
is it weighted based on how many posts we've made this year... like the electoral college?

Those are the nice new fancy version. Great gift!
I have the older design. Got one of the new ones as a warranty replacement and they are much nicer. Smaller gears so they grab quicker. The old version take what seems to be 1/4 turn before the cam locks.
If for some reason my name pops up for the wrenches or maps - throw it back in the mix and let someone else have them that needs them.

Just used a bandaid that had to be at least 25yrs old,
