Honestly, I don't have extensive experience with either, but any CARB compliant container I've had has been a piece of trash. The plastic one I used when we went to NM leaked just like yours when it say in such a way that the gas was in contact with the opening.

I don't remember where I got my metal cans, but they have the "pre-CARB" spouts. Ain't nothing gonna leak out of those things.
