
I wouldn't touch the guy's property. You're just asking for a lawsuit or a trespassing complaint against you. Just report it to the HOA or the city and let them deal with it.
I definitely wouldn't add chemicals or anything to the guys pool. That's just asking to get sued. "You poured x amount of chemical into the pool and now my pool pump doesn't work" or some BS like that. Also, draining an in-ground pool can/will damage it over time.
But just a FYI for anyone needing a cheap pump, the ones at Harbor freight aren't half bad. You can get the extended warranty for cheap and just replace it when it burns out in a year.
All it takes is a phone pic of you trespassing on someone's property...Agree/but disagree to some extent... you need to protect your home value, do it and don't say a word or get caught, we conceal carry because we don't wait on the cops response time to be there when we're in trouble. Red tape of the hoa(volunteer hoa?) and city can be very slow in cases like this
